What does the Market-wide Half Hourly Settlement mean for me?

The Market-wide Half Hourly Settlement (MHHS) is a fundamental enabler for the transition to a smarter, cleaner, and more efficient energy system.

It enables half-hourly (HH) consumption data granularity for every meter in the UK. We’ll still have non-half-hourly (NHH) meters, but profile classes will be replaced with daily load shape reports. These reports will use enhanced information such as settlement date, grid supply point (GSP), market segment and load shape category. They’re like the daily profile reports that Elexon currently publishes.

This extra info will allow you to get closer to the energy consumption of your business, and to understand the impacts of certain processes or equipment on that usage. We hope you’ll take this opportunity to understand your consumption in greater detail, assess where you can save money, and consider how it interacts with the charges you face.

MHHS also provides faster and more accurate settlement - from the current 14 months allowed to finalise usage figures and settle disputes to just 4 months. This means getting your bills finalised sooner.

The improved data will also allow suppliers and others to offer a greater range of products and services – although customers will still decide whether to take advantage or not.

For most meter types, we’ll be able to transition everything across to MHHS digitally and won’t need to send an engineer. However, in some rare cases, we may need to arrange a site visit to update your meter.

Where possible, we intend to minimise the impact of MHHS on each customer’s portfolio by migrating all the MPANs they have on supply with us in the same calendar month. We’ll be able to provide a single bill for each MPAN in the calendar month when the legacy settlement arrangements are closed off. The following calendar month will be the first bill issued under the MHHS settlement arrangements.

We also expect minimal impact when quoting tariffs to customers.

You’re a large industrial customer with a few high-consuming sites. What’s the likely impact of MHHS?

  • MHHS is likely to have only a small impact here, as your meters are already predominantly HHS.
  • Small offices or outbuildings with NHH meters will transition across into the new settlement system (probably without you needing to intervene). Therefore, the calculated consumption by HH may change based on a more accurate view.
  • A very small proportion of your meters may need to be upgraded depending on their suitability for MHHS.
  • You’ll notice a small update to the supply number of your MPANs.

You’re a nationwide customer with a large portfolio of small retail outlets. What’s the likely impact of MHHS?

  • You’re likely to see amongst the biggest changes under the MHHS programme.
  • NHH settled meters will be transitioned across to the new settlement system, and so the calculated consumption by HH may change under the updated settlement regime.
  • If you have manual meters (i.e. conventional), you’ll benefit from engaging with your supplier to upgrade to AMR or smart metering.

You’re council with a lot of unmetered supplies (UMS) – e.g. streetlights – on your portfolio. What’s the likely impact of MHHS?

You’re likely to see minimal changes when MHHS is live if you have UMS, since all such customers will have already transitioned to HH UMS in preparation. This change provides for consolidated invoices for your inventory, so instead of having 2-3 NHH UMS for one site, you’ll now have 1 HH UMS.
